August 25, 2026: Israel’s long-running confrontation with Iran has entered a difficult new phase, with Prime Minister Benjamin Netanyahu facing questions over whether the conflict has achieved its wider strategic goals. While Israeli strikes inflicted serious damage on Iran’s military and nuclear infrastructure, the Islamic Republic has survived and remains capable of challenging Israel.

The conflict has also exposed sharp differences in the approach of US President Donald Trump. Washington joined Israel in launching the war in late February but moved toward a ceasefire and negotiations several weeks later.

Danny Citrinowicz, a former senior Israeli intelligence analyst on Iran, described the campaign as a strategic failure despite Israel’s operational achievements.

The assessment reflects a growing debate inside Israel over what the war ultimately accomplished. Israel succeeded in eliminating senior Iranian figures and damaging important facilities. Yet questions remain about whether those gains will prevent Iran from rebuilding its military and nuclear capabilities.

Iran’s Nuclear Ambitions Under New Pressure

Israel killed Iran’s Supreme Leader Ayatollah Ali Khamenei on the first day of the conflict. His removal represented one of the most significant blows to Iran’s leadership in decades.

Khamenei had overseen Iran’s political system for years. He also supported armed groups opposed to Israel, including Hamas.

At the same time, analysts have questioned whether his removal could create an unintended consequence. Khamenei was widely viewed as cautious about taking the final step toward developing a nuclear weapon.

Iran could now reconsider that position if its leadership concludes that conventional military capabilities were not enough to deter Israel and the United States.

Citrinowicz said Israel now faces a difficult choice. It could accept a new nuclear agreement that provides Iran with economic relief. Alternatively, it could attempt to weaken Iran further and increase the possibility of Tehran pursuing a nuclear weapon.

He argued that trying to achieve both objectives simultaneously would be difficult.

Debate Over Israel’s War Strategy

The conflict has also raised questions about Israel’s broader military strategy.

Netanyahu previously said he wanted to create conditions for political change in Iran. However, he stopped short of explicitly making regime change the central objective of the campaign.

Some analysts believe Israel may instead be pursuing a strategy based on repeatedly weakening Iran’s military capabilities. The approach resembles Israel’s military campaigns in Gaza, Lebanon and Syria.

The strategy is sometimes described in Israel as “mowing the grass”. It involves repeatedly damaging an adversary’s capabilities rather than seeking a permanent political settlement.

Iran’s retaliation also caused casualties in Israel and the occupied West Bank. More recently, Tehran has directed greater attention toward Gulf Arab states that host US military forces.

Alex Grinberg, a senior Iran-focused fellow at the Turan Research Centre, said the conflict had significantly damaged Iran. He pointed to the destruction of nuclear infrastructure, the loss of personnel and severe economic costs.

However, he questioned whether a new US-Iran agreement would produce a favourable outcome for Israel.

Public Opinion Raises Political Stakes

The war has created another challenge for Netanyahu: public opinion.

A June survey by the Hebrew University of Jerusalem and the Agam Institute found that 92% of Israelis believed Iran had either won or gained from the conflict.

The finding could become politically important ahead of Israel’s October 27 elections. Netanyahu will face pressure to demonstrate that the military campaign delivered lasting security benefits.

The conflict has also complicated Israel’s relationship with Washington. Although Trump has periodically ordered new strikes and announced tougher economic measures against Iran, he has also expressed support for negotiations that could include sanctions relief.

That uncertainty has made Israel’s strategic position more complicated.

War Could Deepen Anti-Israel Sentiment

The conflict may also have long-term consequences for Israel’s relationship with the Iranian public.

Before the Islamic Revolution, Iran and Israel maintained close relations. More recently, protests inside Iran have shown opposition to the clerical government, creating speculation about the country’s political future.

However, military attacks could make future reconciliation more difficult.

Liora Hendelman-Baavur, a senior research fellow at Tel Aviv University’s Alliance Centre for Iranian Studies, warned that lasting hostility toward Israel and the United States could emerge if Iranians remember the war through civilian casualties and widespread destruction.

Such resentment would not necessarily strengthen the Islamic Republic, she said. But it could make future relations between Iran, Israel and the United States more difficult even after the current leadership changes.

Israel Faces a Difficult Choice

The conflict has delivered significant military gains for Israel, but its long-term outcome remains uncertain.

Iran’s military and nuclear infrastructure has suffered heavy damage. Yet the country’s political system has survived, and its leaders retain options for rebuilding their capabilities.

For Netanyahu, the central challenge is now turning battlefield gains into lasting strategic security. A renewed nuclear programme, strained relations with Washington and growing international criticism could undermine the achievements of the campaign.

The next phase of the Iran crisis may therefore be shaped less by military strikes and more by diplomacy, nuclear negotiations and the political choices made in Tehran, Jerusalem and Washington.
