Shaheen Energy, China’s Anton Oilfield Services Plan Rs20bn Investment in Pakistan’s Gas Sector

Shaheen Energy (Pvt) Ltd (SEPL) and China’s Anton Oilfield Services Group have signed a memorandum of understanding (MoU) to explore investment opportunities in Pakistan’s gas sector.

According to a statement by Shaheen Energy, the two companies intend to invest around Rs20 billion over the next three to five years. The proposed programme will focus on opportunities created by government policy reforms, including the framework allowing third-party sales of up to 35 per cent of eligible gas supplies.

The companies also plan to explore opportunities in the domestic gas market and upstream engineering, procurement and construction (EPC) projects.

Policy reforms open new investment opportunities

Under amendments to the Petroleum (Exploration and Production) Policy 2012, eligible exploration and production (E&P) companies can sell up to 35 per cent of their share of pipeline-specification gas to third-party buyers.

However, buyers must hold a licence from the Oil and Gas Regulatory Authority (OGRA), and sales must follow a competitive process.

The government introduced the policy amendment through a statutory regulatory order in 2024. The framework aims to provide eligible gas producers with greater commercial flexibility while creating opportunities for private investment.

In addition, the policy could support investment in gas processing, transportation and supply infrastructure.

Shaheen Energy’s role in gas processing

Karachi-based Shaheen Energy operates in the development and management of low-pressure gas facilities. Its activities include processing and utilising natural gas and flare gas, according to the company’s statement.

The company specialises in gas processing, cleaning, purification, dehydration and compression. These processes help prepare gas for supply to industrial and commercial consumers.

Meanwhile, the proposed partnership with Anton Oilfield Services could create opportunities to explore projects linked to Pakistan’s evolving gas market.

However, the MoU signals an intention to explore investment rather than confirming that the entire Rs20 billion programme has been committed or disbursed. Further details about specific projects, financing arrangements and implementation timelines have not been provided in the supplied statement.
