HBL and EXIM Bank Strengthen Export Finance Support for Pakistan

KARACHI, September 4, 2026: HBL and the Export-Import Bank of Pakistan (EXIM Bank) have entered into a Bank Master Policy (BMP) arrangement to provide export credit insurance solutions to Pakistani exporters.

Under the agreement, EXIM Bank will provide credit insurance coverage for export receivables of eligible exporters. As a result, HBL will be able to use the BMP framework to support exporters more effectively.

The arrangement marks a significant step towards strengthening Pakistan’s export finance ecosystem. It also reflects the institutions’ commitment to improving financial support for businesses engaged in international trade.

New Support for Pakistani Exporters

The BMP arrangement aims to improve exporters’ access to finance while reducing risks linked to international trade.

It can also give exporters greater confidence when entering new markets and working with new buyers. Furthermore, new exporters will have an additional option for obtaining export credit cover.

EXIM Bank Expands Insurance Partnerships

Shahbaz Hussain Syed, President of EXIM Bank of Pakistan, described the agreement as an important milestone for the institution.

He said the signing represents a strong start for EXIM Bank’s BMP portfolio. According to Syed, the arrangement also reflects growing confidence in the bank’s insurance solutions.

“Our shared commitment is to securing and enhancing Pakistan’s exports,” Syed said.

He added that HBL’s participation, together with EXIM Bank’s recent reinsurance agreement, supports its strategy of building partnerships that can strengthen Pakistan’s export sector.

HBL Sees Greater Export Opportunities

Muhammad Nassir Salim, President and CEO of HBL, said the arrangement would further strengthen the bank’s support for Pakistani exporters.

HBL brings expertise in trade and export finance to the partnership. Meanwhile, EXIM Bank’s credit insurance capabilities can help strengthen HBL’s risk-taking capacity.

Salim said the combined capabilities of both institutions could give Pakistani businesses greater confidence to expand into international markets.

He added that stronger export support could create more opportunities for businesses while contributing to sustainable export growth and Pakistan’s wider economic development.

Agreement Signed at Karachi Exporters’ Gathering

The signing ceremony took place during the EXIM Bank and ICIEC Exporters’ Gathering in Karachi.

Senior representatives from HBL, EXIM Bank and ICIEC attended the event. Members of Pakistan’s exporting community also participated in the gathering.

The new arrangement is expected to strengthen cooperation between financial institutions and exporters. In addition, it provides another mechanism to support businesses seeking to expand their presence in global markets.
