Officials made arrangements to facilitate Russian citizens during the voting process and help them exercise their electoral rights while outside Russia.

The Russian Embassy in Pakistan had previously announced that Russian citizens could vote at polling stations in Islamabad and Karachi. The Karachi polling station was designated as polling station No. 8251 at the Consulate General of Russia.

The embassy said Russian citizens aged 18 or older with voting rights could participate. Voters were required to present an original Russian identification document valid for use outside the country.

Voting Held for Ninth State Duma

The election determines members of Russia’s ninth State Duma, the lower house of the Federal Assembly.

Russia’s Central Election Commission set September 20 as the election date and authorised voting over three consecutive days.

The election was held amid heightened international attention. Reuters reported that the 2026 parliamentary vote was the first Russian national parliamentary election since the full-scale invasion of Ukraine in 2022.

For Russian citizens living abroad, polling stations at diplomatic missions provide access to the electoral process outside the Russian Federation.

Consulate Facilitates Electoral Participation

Russian citizens who visited the Karachi consulate expressed appreciation for the arrangements and the opportunity to vote locally, according to the information provided.

The voting process also highlighted the role of Russian diplomatic missions in facilitating participation by citizens who are living or temporarily staying overseas.

The Karachi polling was part of the wider election process conducted across Russia and at designated polling locations abroad.
