Azfar Ahsan Introduces Capital Systems Framework to Rethink FDI

Capital Systems is the new investment framework introduced by Muhammad Azfar Ahsan to broaden how economies measure the impact of Foreign Direct Investment (FDI).

Ahsan, Pakistan’s former Minister for Investment and Founder and Chairman of Nutshell Group, presented the framework in an opinion piece published by fDi Intelligence, a Financial Times publication.

The article, titled “FDI Misread: Why Capital Systems Matter,” argues that FDI remains an important measure of cross-border capital flows. However, investment inflows alone do not show the full economic value created after capital enters a country.

Four Stages of Investment

The Capital Systems framework treats investment as a continuous economic process. It examines four interconnected stages: Capital Entry, Capital Absorption, Capital Circulation and Capital Transformation.

The first stage, Capital Entry, covers foreign investment entering an economy through greenfield projects, mergers and acquisitions, joint ventures and strategic partnerships.

FDI statistics effectively measure this stage. Ahsan argues that it represents only the beginning of the investment journey.

The second stage, Capital Absorption, focuses on an economy’s ability to use investment productively.

Stable regulations and policy continuity play an important role. Skilled workers, strong infrastructure and efficient financial markets also support this process.

Innovation ecosystems and the rule of law further determine whether capital can create lasting economic value.

How Capital Circulates

After capital is absorbed, it moves through the wider economy.

Companies may reinvest their earnings and expand their operations. Suppliers can grow alongside them, while workers gain new skills.

Technology can also spread across industries. New entrepreneurs can establish businesses, while financial institutions can direct capital towards new opportunities.

Ahsan describes this process as Capital Circulation.

From Investment to Transformation

The final stage is Capital Transformation. This is where investment develops into lasting productive capacity.

Domestic companies can become more competitive during this stage. Innovation can accelerate and supply chains can deepen.

Economies can also strengthen their participation in regional and global value chains.

The framework therefore encourages policymakers to examine more than the amount of capital an economy attracts.

A New Approach to Investment Policy

Ahsan argues that investment policy should focus increasingly on how effectively economies convert capital into productivity, innovation and competitive advantage.

The framework comes as global investment faces major changes. Artificial intelligence, digital technologies and geopolitical shifts are reshaping international production.

Knowledge-intensive industries are also becoming increasingly important. Global supply chains are undergoing significant restructuring.

Ahsan believes the economies that lead future global growth may not necessarily attract the largest investment volumes.

Instead, countries with stronger systems for absorbing, circulating and transforming capital could gain a greater advantage.

Pakistani Perspective on Global Investment

The publication of the framework through fDi Intelligence brings a Pakistani perspective to the international discussion about the future of FDI.

It also highlights the importance of measuring what investment creates after capital enters an economy.

The framework is intended to support further discussion among governments, investors and institutions.

Ahsan aims to encourage policymakers to look beyond capital inflows. The focus, he argues, should also include the productive capabilities, innovation and competitiveness created through investment.
