The Pakistan Automotive Manufacturers Association (PAMA) made the request in a statement issued on October 1. It asked the Secretary of Industries and Production to share the draft at the earliest.
PAMA said the industry remains concerned about reports that officials have already prepared the policy. It also cited reports that the government could present the draft to Prime Minister Shehbaz Sharif shortly.
The association expressed particular concern over reports of possible penalties for manufacturers that fail to meet proposed export targets.
According to PAMA, the draft could include higher tariffs and the cancellation of manufacturing licences if companies fail to achieve what it described as steep export targets.
PAMA Director General Razi ur Rahman said the industry supports efforts to increase exports and strengthen Pakistan’s automotive export capacity.

However, he said the government could achieve these goals through incentives, facilitation and a predictable policy framework rather than punitive measures.
Razi ur Rahman said the automotive industry remains committed to working with the Ministry of Industries and Production and the Engineering Development Board (EDB).
He said the industry wants to help develop a policy that strengthens domestic manufacturing, encourages investment and increases localisation.
The policy should also help Pakistan establish itself as a competitive automotive manufacturing and export base, he added.
Razi said building export capacity requires long-term investment. This includes spending on technology, product development, localisation and international certifications.
He also highlighted the need to develop overseas markets and competitive supply chains.
PAMA said manufacturers face several factors beyond their direct control when pursuing export targets.
These factors include international market conditions, exchange rates, trade agreements and logistics.
The overall competitiveness of Pakistan’s business environment can also affect manufacturers’ ability to expand exports, the association said.
PAMA therefore called for a stable and transparent policy framework. It also urged the government to set clear and achievable objectives.
The association said the policy should offer incentives for manufacturers and automotive vendors to invest in exports and international competitiveness.
PAMA requested the government to share the draft with the industry before seeking final approval.
Razi said consultation at this stage would allow manufacturers to provide informed and constructive feedback.
He said this process could help develop an Auto Policy with ambitious objectives and practical implementation.
