Trump’s Board of Peace Unveils $2.45 Billion Gaza Recovery Plan

US President Donald Trump’s Board of Peace has unveiled a $2.45 billion recovery plan for Gaza, outlining 66 projects to support reconstruction and basic services over six months.

The board presented the plan in New York on Wednesday during the UN General Assembly. The proposal focuses on temporary housing, infrastructure, healthcare, economic recovery and security.

The board estimates that rebuilding Gaza’s physical infrastructure will require about $35.2 billion in the medium term. Full recovery could cost about $71.4 billion over the next decade, according to the plan.

Trump chairs the Board of Peace, which aims to oversee the implementation of his Gaza ceasefire framework and support reconstruction in the territory.

Nickolay Mladenov, the board’s high representative for Gaza, urged countries to support the recovery programme.

Mladenov acknowledged that talks with Israel remain difficult as the country prepares for elections.

“Our goal is to get through the next stage of actually moving from planning to implementation,” Mladenov said.

Trump’s envoy Steve Witkoff and his son-in-law and adviser Jared Kushner also attended the New York meeting.

Gaza Plan Covers Housing, Infrastructure and Economy

The 66 projects cover six broad areas, including infrastructure development, human development, economic recovery, digital transformation, legal affairs, and peace and security.

Infrastructure represents the largest part of the plan. The programme includes temporary shelters, rubble removal, hospital repairs, roads, water systems, electricity and border facilities.

The plan allocates about $400 million for temporary shelters and around $275 million for debris removal and unexploded ordnance management.

It also includes projects to restore hospitals, electricity, water and sanitation services.

The economic programme aims to restart Gaza’s private sector and create conditions for longer-term growth.

Other projects include digital payments, a digital identification system, improved internet connectivity and support for small businesses.

The board has not yet secured the full $2.45 billion required for the programme.

Officials said donor support will play a key role in financing the projects once political and security conditions allow implementation.

Security Issues Remain Major Obstacle

The recovery programme also includes security-related projects.

These include plans for a multinational security force, support for Palestinian police and a weapons buy-back programme.

The board says implementation depends heavily on cooperation from Israel and Hamas.

The proposal envisages a demilitarised Gaza under civilian administration. It also links reconstruction with the withdrawal of Israeli forces and the transfer of responsibilities to a Palestinian technocratic administration.

The political process remains uncertain.

Mladenov said discussions with Israel have become more sensitive because of the upcoming election campaign.

Israeli Strike Kills Two in Gaza

Meanwhile, an Israeli airstrike hit a vehicle in western Khan Younis on Wednesday, according to local health officials.

The strike killed two men and wounded two others, officials said. Medics identified the dead as Osama Abu Khater and Mohammad Abu Elwan.

Israeli Prime Minister Benjamin Netanyahu and Defence Minister Israel Katz said in a joint statement that the military killed Abu Elwan, whom they described as a senior Hamas finance official.

“We will not allow Hamas to rebuild its strength,” the statement said.

Hamas did not immediately comment on the Israeli claim.

Palestinian authorities say Israel’s military campaign since October 7, 2023, has killed more than 73,000 people.

UN figures have also documented extensive destruction across Gaza. The UN said Israeli strikes had damaged or destroyed 84 per cent of structures in the territory by October 2025.

Ceasefire Faces Continued Strain

A US-brokered ceasefire agreement calls for eventual reconstruction in Gaza.

However, negotiators have struggled to resolve key disputes over Hamas disarmament and an Israeli military withdrawal.

Israeli strikes have continued despite the ceasefire.

Gaza health officials say at least 1,400 Palestinians, mostly civilians, have died since the ceasefire took effect. The Israeli military says four Israeli soldiers have died during the same period.

Israel and Hamas have traded accusations over responsibility for ceasefire violations.

Guterres Warns Two-State Solution Faces Risk

Separately, UN Secretary-General Antonio Guterres warned that the two-state solution remains at serious risk because of Israeli settlement expansion and moves toward annexation.

Guterres spoke at a high-level meeting on the sidelines of the 81st UN General Assembly session in New York.

He said developments in the Occupied Palestinian Territory continue to undermine the prospects for an independent Palestinian state.

“The conditions for an independent, democratic, contiguous, viable and sovereign Palestinian state are being systematically erased,” Guterres said.

He pointed to the destruction in Gaza and settler violence in the West Bank.

The meeting, titled “The Road Ahead,” focused on the future of the two-state solution and plans for peace in Gaza.

Guterres called for full implementation of Trump’s 20-point proposal and the October 2025 ceasefire.

He also urged countries to halt settlement expansion, prevent annexation and strengthen Palestinian institutions.

“There is simply no alternative,” Guterres said. “And time is running out.”

The Board of Peace plan now faces the challenge of securing funding and overcoming the political and security obstacles that have delayed reconstruction.
