The US Senate has blocked an effort by Republican Senator John Kennedy to fast-track legislation that would require developers of advanced artificial intelligence systems to install emergency shutdown mechanisms.

Kennedy sought unanimous consent to advance the AI Emergency Button Act. He argued that people should retain the ability to shut down an AI system if it becomes uncontrollable.

The proposal would place responsibility for activating the emergency mechanism with the companies that develop the systems, rather than the federal government.

Kennedy Calls for AI Emergency Controls

Kennedy said advanced AI models sold in the United States should include a mechanism that allows them to be shut down.

He pointed to the possibility of recursive self-improvement as one potential risk. In his view, future systems could become difficult for humans to control.

Kennedy also said lawmakers should seek a balance between technological innovation and public safety.

Republican Senator Rand Paul of Kentucky objected to Kennedy’s request.

Paul said Congress should develop a better understanding of AI before imposing broad requirements on the technology.

He warned that an open-ended requirement could affect AI systems used across many parts of the economy.

Paul specifically mentioned applications involving search engines and medical systems.

He questioned whether medical software used to analyse drug prescriptions would also need an emergency shutdown mechanism.

Paul Proposes Bipartisan AI Study

Paul proposed creating a bipartisan committee to examine the risks associated with superintelligent AI.

The committee would also consider possible safeguards and make recommendations to lawmakers.

Kennedy rejected the proposal. He argued that another congressional study could delay action on AI safety legislation.

The disagreement highlights the different approaches emerging in Congress. Kennedy is seeking an immediate requirement for an emergency shutdown mechanism, while Paul has called for more information and a broader review before Congress imposes new rules.
