Meta Platforms has lost its appeals against interim measures imposed by French regulators. The Paris Court of Appeals announced the decision on Thursday.
The measures were introduced in July. They require Meta to negotiate with press organisations and share information about its platforms.
The company must disclose revenue linked to social media content. It must also explain how it uses protected journalistic material. In addition, Meta cannot reduce the visibility of press content.
Meta challenged the measures in August. However, the court rejected its appeals.
French law requires digital platforms to obtain authorisation before reproducing press content. It also allows news publishers and press agencies to seek payment for that use.
Meta held talks with press organisations to reach payment agreements. However, the discussions failed to produce completed deals.
The organisations then approached French regulators. In response, the authorities imposed interim measures on Meta.

The court said Meta’s practices could raise competition concerns. It specifically highlighted the methods used to calculate payments to publishers under neighbouring rights rules.
According to the court, these practices could amount to an abuse of a dominant position. Such conduct may breach French and European Union competition law.
However, the ruling concerns interim measures. It does not establish a final finding that Meta violated competition law.
A Meta spokesperson said the company was disappointed with the court’s decision.
The spokesperson said Meta was reviewing its next steps. The company would continue to follow the interim measures and negotiate in good faith.
The spokesperson also expressed hope that publishers would take the same approach.
The dispute centres on neighbouring rights. These rules allow press publishers and news agencies to seek compensation when digital platforms use their protected journalistic content.
The interim measures require Meta to share information needed for negotiations. They also require the company to preserve the visibility of press content while the dispute continues.
