Government of Sindh spokesperson Sukhdev Hemnani has criticised the performance of federally controlled electricity distribution companies HESCO and SEPCO. He said excessive line losses, weak bill recoveries and prolonged load-shedding continue to burden consumers across the province.
Hemnani also expressed concern over the companies’ alleged lack of cooperation with the Sindh Government. According to him, delays in relocating electricity infrastructure have obstructed development projects in several areas.
He questioned why Sindh residents continue to face electricity problems despite provincial government interventions, Sindh Assembly resolutions and regulatory findings highlighting deficiencies in the power distribution companies.
Citing the National Electric Power Regulatory Authority’s (NEPRA) Performance Evaluation Report for FY 2024–25, Hemnani said HESCO recorded transmission and distribution losses of nearly 28%.
He added that SEPCO’s losses reached around 40%. Their respective bill recovery rates stood at 74.80% and 74.20%, according to the figures he cited.

Hemnani said the combined financial impact of excess distribution losses exceeded Rs63 billion during the financial year.
“These are not allegations but findings of the country’s own power regulator. The federal authorities must explain why such enormous financial and operational inefficiencies persist despite repeated calls for corrective action,” Hemnani stated.
He further warned that unrecovered electricity revenues could ultimately burden the national exchequer or consumers through additional surcharges.
Hemnani questioned why consumers who pay their electricity bills regularly should suffer because of electricity theft, weak recoveries and administrative failures.
He also raised concerns about alleged corruption involving certain officials.
“Why should honest bill-paying consumers suffer because of electricity theft, poor recoveries, administrative failures and alleged corruption involving certain officials?” he asked.
He described prolonged load-shedding affecting entire communities as unjust and unacceptable. He argued that consumers should not face collective punishment because of institutional shortcomings.
Referring to concerns raised by Chief Minister Syed Murad Ali Shah, Hemnani criticised delays by federal electricity utilities in relocating poles and other installations.
He said these delays had obstructed development projects in Hyderabad, Sukkur and other parts of Sindh. The provincial government had repeatedly requested cooperation, he added.
“The Sindh Government is investing public resources in roads, transport and essential infrastructure. Federal utilities must cooperate rather than allow unnecessary delays to hinder public welfare projects,” Hemnani said.
Hemnani recalled several Sindh Assembly resolutions calling for improvements in electricity services.
He also referred to a Sindh Cabinet decision to pursue the acquisition of HESCO and SEPCO, with professional private-sector participation in their management.
He urged the federal government to consider Sindh’s proposal for taking over the two companies. A professionally managed public-private partnership could also be considered, he said.
He stressed that any proposed arrangement should deliver measurable reductions in line losses, stronger bill recoveries and better consumer protection. It should also ensure timely cooperation with provincial development projects.
“The people of Sindh deserve reliable electricity, safe infrastructure and timely development. Their welfare cannot remain hostage to the inefficiencies of federally controlled institutions,” Hemnani concluded.
